The services of the association are directed to public entities, such as local or regional governing bodies, to private companies or associations, to universities and research institutes, to non-governmental organisations, to projects aimed at development and improvement of material life and civil society.

• Facilitation, defining and assessing programs and projects of development, on a local or regional level, including local services markets, or employment or self-employment projects.
• Support of projects aimed at strengthening public administration through developing their strategic and instrumental endowment and through better information networks.
• Support of networking processes through raising of awareness, through strengthening ties with the political and the business world, building local and regional identities and civic behaviour.
• Support in constructing economic competence, decentralized management, adopting technological innovation, adopting business standards of quality, supporting new business initiatives and maintaining competitiveness.
• Support in building interfaces, bridges, negotiating platforms between the world of science, business, public administration and society at large.
